Empowering commoners is something that is immensely beneficial. The more they earn, the more tax will come to her treasury.
Moreover, it's not because kings are good generals, but its because commoners don't get the necessary education and experience as generals.
The more talented generals she has, the better.

A form of Constitutional Secular Monarchy is the best, with a parliament where parties are banned, and all MPs are independent.

Then... there is the matter of religion.
Religion must not interfere in the Empire. But that's not possible in India.
Even though Mughal Empire may claim to be secular, it's not, since most of the positions are given to sunni muslims, mainly the upper caste like turks, uzbeks, arabs, persians, etc.
Having some Hindus in the court doesn't make it secular. It's like saying that someone is not racist because he has a black friend.
Aside from the Maulanas, who wield too much unchecked power by brainwashing people, there shouldn't be too much problem in leaving Islam. And banning Islam and Christianity.
Any religion that doesn't follow the basic rule of 'Don't do things to others that you don't want others to do to you' is a cult.
I will create my own sect of Islam, to elevate my power, decrease others', and ban Christianity, which isn't any less brutal and just a tool for conquest and colonisation.
My sect will be a tool for assimilation into my Empire.

Instead of conquering with bad ideology, it's better to conquer with good ideology. Extremism will eventually destroy everything, so its best to root it out.
