The traffic officer first asked the dump truck driver to present his driving license and vehicle registration for inspection, and the dump truck driver climbed up into the truck, took down his driving license, vehicle registration, and ID card, and all those items were handed over to the officer for inspection.
To determine whether a driver has committed any violations while driving, the main considerations are whether he was driving under the influence, speeding, running red lights, or suffering from insufficient sleep, among other factors.
These can all be captured by surveillance cameras. However, at this particular three-way intersection, where there is also a surveillance camera, it is temporarily impossible to determine whether the dump truck driver was speeding. Moreover, there are no traffic lights here, so there's no incidence of running a red light.
