The Great Sage Zhuyan took away the Ancestral Witch's heart and placed it into the Ancestral Witch Cave, suppressing it there with the Heaven-Piercing Divine Needle. However, the heart of the Ancestral Witch contained the grudge from before the Ancestral Witch's death, leading to intermittent eruptions.
The blood qi that burst forth formed blood water, and because it contained the Ancestral Witch's grudge, it turned into blood corpses. The ancient people didn't understand this and only knew that the blood water could transform into blood corpses, constantly murmuring 'why did they kill me?'. The ancestors were all terrified of such monsters.
Thus, they made stone coffins to hold the blood water, and over time, little by little, it formed a stone tower. Those ancestors would occasionally come to worship and pay respects.
