AS SOON as Yang Youngjae went on a Rampage, Ki Gayoon snapped his fingers— bringing the Rampaging Esper and Ryu Sungbin to his domain.

Gayoon brought Yang Youngjae and Ryu Sungbin to the rocky mountain near the mine that he owned. There were no life forms there that would be harmed or killed, so he chose that particular area.
So, Yang Youngjae was free to go on a Rampage there.
In fact, he's already doing that.
Yang Youngjae, consumed by his anger, yelled while making the heavy boulders float— flinging them everywhere.

Gayoon and Ryu Sungbin were unbothered because they were safe inside the shield he made.
