Day-7
Next day, Fifth hokage called all the important ninjas from village and initiated meeting.
Shizune spoke," Lady Hokage, according to the information taken out of Koharu Utatane and Homaru Mitokado minds by Inoichi Yamanaka, we have taken out all the rebel ninjas from the four clans. Ninjas who have resisted are put in jail waiting for trail and who didn't resist are put in home arrest. We have also calculated their illegal properties and ninjutsu scrolls. Here is the report".
After reading the report, Fifth hokage said," Hmm, lets discuss about this matter later. First we need to change few things. First, Konoha council will be dissovled and as well as Hokage adivisors positions.
Instead three new council's will be made,
first is 'Ninja Council'. Power of this council is to manage ninjas. This council will also manage 'Ninja School'.
Basically its power includes training new generation of ninjas and keeping registry of all the people living in Konoha. It is duty of this council to register all the people living in Konoha, wheter they are civilians or ninjas, including clan ninjas. After registry, they will be given a unique identity card, which will have all the basic details of the person.
First one is civilians, these people who basically don't have chakra. Their identy card will include his/her photo, name, residence and profession.
For civilians with genin level chakra, this identity card include his/her Photo, name, residence, and his/her current profession. It will be specifically mentioned that this person isn't a ninja but have genin level chakra reserves.
For ninjas, this identity card will have Ninaja's photo, name, ninja rank and his/her unique ninja number. This number will be to all the ninjas, which will be unique to them. Clan ninjas identity card will be same but it will include Clan name in the identity card.
Does anybody have any questions about this council?"
Yamanaka Inoichi asked," Will this council decide who will be leading, genins? And issue mission to ninjas?"
Fifth hokage shook her head," No it won't do any related to mission. It will be the work of Mission department and Hokage.
As I said before, this council will train new genetraion of ninjas. It will make a report of students which will include all the talents of a students as well as their shortcomings. Then they will give this report which will include suggested teachers for students to Hokage. Hokage will decide who will be the leading teacher.
Basically power of this council is to train new genetration of ninjas, keep record of all the ninjas and give out identity card after registration. It also also introduce new policies and make decision that will effect the working of ninjas. Thats all!.
Ohh! I forgot to mention, this council will also give temporary identity card to people entering Konoha from outside. It will include their name, photo, reason for visit and time period for stay etc.
All the clans are strictly told that, all the ninjas should be registered. If anybody is found without this identity card. Strict punishments will be issued".
After hearing them, all the present ninjas nodded. They all had same thought, in this way there will be no previous situtaion created by Sarutobi and its allied clas. All the clans have to register their ninjas. In this way, Hokage will have clear picture about current strength of clan and its population.
Fifth Hokage contined," Since there is no problem, lets move onto next council. This council is 'Administration Council'.
Work of this council is to deal with various day to day problems of the village. It will manage the reports submitted by various departments such as mission department, medical department, finance department etc. Summarising these report they will deal with smaller things themselves but for major things report will be submitted to Hokage to make decisions."
Ninjas present in the meeting halls collectivly thought,'What with the pleased look on your face, fifth hokage? You just to be lazy and don't want to do all the paperwork'.
But they didn't dare voice out their thoughts. Altough power of final decision is in Hokage's hands. But still this council have huge power, it will basically manage the affairs of Konoha.
After congratualting herself about getting rid of paperwork, Fifth hokage continued with a serious face," Next council is very important. Name of this council will be 'War council'.
As its name suggests, this council will manage all the war related matters. It will collect information about current situation of the ninja world. If the situtation will negative impact on Konoha or if its in favour of Konoha, this council will make decisions according to it. This council will also decide the deployment of ninjas, taking care of supplies that are important for the war, negotiating for compensation after war etc. So, basically all the matters related to war will be dealt by this coucil. This council will also deal with the families affected by war, such as give compensation to families etc.".
Everybody got shocked after hearing about the power of this council.
Nara Shikaku thought,'As this council will decide the deployment of ninjas. So their their will be no foul play in war due to politics. All the ninjas can come and question about the war progress. Everything will be done is transparent manner, excpet for confidential information.
Besides by creating this council Hokage will be in very advantegous position. Altough this 'War Council' , will deal with war matters. But final decision power is still in hokage's hands. So if Konoha wins the war, hokage will be praised but if Konoha loses the war,' Altough its basically impossible' or if Konoha is badly effected by war due to bad decisions etc., Hokage will throw this matter directly to 'War council' and remain blame free'.
After a while, Hyuga Hiashi asked," Who can enter these councils? Will Hokage itself control these councils? What about Jonin council?"
Fifth hokage replied," Their will be no changes in working and power of Jonin council.
Members of these new councils will be, from ninja clans will be 'clan heads' or any representative sent out by them. From civilian ninjas, only those who have 'Elite Jonin' rank, can join these councils. These council's will be managed by their respective 'Coucil head', who will be selected by voting or br directly appointed by Hokage, in some special cases. Council head will manage their respective council and give reports to Hokage.
Major decisions that will effect Konoha as whole will be decided by voting. All the members of theese council's have a single vote, except for 'Council Head' who have two votes and Hokage who have 'Three votes'."
Everbody nodded and got excited to join these new council's. As it will increase their power and prestige.
Fifth hokage continued," Beside these new council's, a new departements will be established.
First, department is ' Science and Research Department'. Work of this department is to search ninjutsu's, working of nature, etc. Only ninjas or civilians with Medical and Biology knowledge can join this department. As for its department minister, its already selected".
Altough nobody asked but everyone knew, Minister of this new departement is basically Orochimaru.
Fifth hokage continued," Besides these, a new hall will be created,'Merit Hall'. This hall will calculate the merits of the ninjas due to either performing mission or his/her performance in war. By calculating their merits, Ninjas will be able to exchange their merits with resources listed 'Resources list'.
This 'Resource list' have ranging from common 'F-Rank' nunjutsu to rare 'S-Rank' Ninjutsu, even from 'Scroll of Seal', except for a few forbidden ninjutsu's. It will also contain some interesting things in future".
This time many jonins got overjoyed, suddenly a civilian jonin asked," If a ninja have enough merits can he exchange 'Flying Thunder God technqiue'?"
Fifth hokage smiled," Ofcourse, If the ninja have enough merits and passed the test of the village, he/she could exchange 'Flying Thunder God technqiue'.
Ninjas could exchange ninjutus's upto rank-B without any problems. For for ninjutsu's above rank-B, tests will be conducted by village before ninja is given rank-A or S-rank ninjustu's"
Many jonin started clapping. But various clan heads if clans that don't have any special bloodline limit, only special ninjutsu's such as Nara, Yamanaka, Akimichi etc. , have frowns on their head, as this 'Merit hall' will destroy their monoply on ninjutsu's.
Seeing thier frowns, Fifth hokage spoke," Besides that, there will be a new change in regards to ninjas leading genins. Now, genins will have two ways after graduating. One is previous method, that is being lead by ninja selected by Konoha.
Second will be, accepting the invitaion of various clans. Yes, ninja clans can sponsor the newly graduating ninja students. Clans will be investing resources to train them. In return, 5% meaning only 5% of the merits earned by them will be given to these clans, till they repay back enough to clear their debts.
But remember if any clan is found that they are exploiting civilian ninjas. Their will be very dangerous consequences".
Hearing her, many clan heads fell in deep thoughts. After clearing their doubts as well as benefit of this new method, all the clan leader agreed to it.
Fifth hokage said," This method will be implemented soon. As well as various rules and regulations will be announced soon.
Now lets move on to the report given by Shizune. All the ninjutsu's confiticated from those four clans will be included in 'Resouce list'. 70% of their properties are seized and the ninjas of these four clans will fight on frontlines for next 20 years".
Altough, Fifth hokage wanted to kill all these clan members but due to Jiraiya's strong intervetion as well as thinking about upcoming conflict with 'Akatsuki', she relented. But still she imposed harsh punishments on them".
After discussing about few more major issues, the meeting was adjourned.

Anbu HQ, Lab
After bit of research, I used my right eye technique on blood that I took from Karin.
The chakra tree in my spirtual sense, absorbed this blood and new branch sprouted from it.
With growth of this brach, I immediatly felt my body heating up. My chakra increased and I awakened few new talents. Such as
'Kaguya's mind eye', Adamantine sealing chains etc.
Kaguya's mind eye basically gives me sensing ability. Using this, I could sense any chakra around 5 kilometers in diameter.
Adamentine sealing chains are basically golden chains made out of chakra. Using it one can restrain and bind enemies. Besides this, these chains have very high sealing effect, anybody caught by these chans will be unable to control their chakra.
I also gained Karin's abilty of healing other, if someone bit me.
After a while of adjutsing, I took out a blood that Orochimaru gave me. This is blood of someone named Kimimaro, from Kaguya clan. He awakened the bloodline limit of Kaguya clan, called 'Shikotsumyaku'.
It gave him the ability to manipulate his own bones and a low healing factor. According to Orochimaru, Kimimaro's bone density was almost twenty times than normal ninjas.
I am only using this blood so that, density of bones increase. Which will indrectly lead to my body getting stronger.
After using my right eye technique, chakra tree in my spirtual sense once again absored this blood and sprouted a new branch.
Similiar I also felt my body heat up again. I could feel density of my bones increase and I could sense I could control my bones.
Suddenly, a bone sprouted out of hand and retracted back.
As I was playing with my bones, I sensed Uzuki coming in the direction of lab, using Kaguya's mind eye.
I stopped playing with my bones. As she entered the lab, I hugged her and started kiss her.
After making out with each other for a while, she pushed me back and said,"Everybody is waiting for you in anbu meeting room".
