She raised her head, frowning. "Larson?"

"Vice admiral Tsuru, long time no see."

Larson's hearty laughter came through the Den Den Mushi.

Tsuru became even more perplexed upon hearing Larson's voice.

Even at this moment, she didn't understand why Larson was calling her.

"Larson, what do you want from me?"

"I want to ask you something."

Curious, she inquired, "What is it?"

"I want to find someone, but you also understand how difficult it is to locate someone on this vast sea, so I'm coming to your navy for help."

She twirled the pen she had been writing with and sneered. "Our agreement seems to be that we don't interfere with each other."

The implication was clear: why should she help him?

Larson had anticipated Tsuru's reaction. "You might as well listen to who it is I'm looking for before making a decision."

Tsuru's eyes flickered slightly. "Okay."

"His name is Kaido. You may be unfamiliar with him, but I can assure you he's a pirate with great potential and ambition. If given the time to grow, he will undoubtedly become a catastrophic force in this world. Now, help me locate him, and I will assist your navy in taking care of him—why wouldn't you want that?"

Tsuru sneered and replied, "Why should I believe a word you say? Don't forget, you're also a pirate. Pirates are inherently untrustworthy. Just before, you warned me about how dangerous the other side is, didn't you consider your own kind?"

Larson remarked, "Watching pirates turn on each other is what your navy would surely love to see, isn't it?"

She momentarily lost her voice, taken aback by Larson's straightforwardness and the way he had compared them to dogs. Was this something a formidable person would say? Did he truly lack any sense of dignity?

Larson continued, "This matter itself won't harm your navy. If you don't want to allow a disaster to take shape, let me help you eliminate him!"

"Give me a few minutes to think about it."

After Tsuru spoke, she quickly hung up. Turning to her assistant, she commanded, "In three minutes, I want all the information on the pirate named Kaido. The more detailed, the better."

"Yes!"

The assistant quickly got to work, while Tsuru sank into thought.

Kaido—a name she had never heard before, completely unfamiliar to her.

Larson had claimed that Kaido would become a scourge to the world in the future. To be honest, she didn't believe him. There were so many pirates on the sea nowadays, yet few were considered truly dangerous.

Whitebeard might be counted among those, but that was primarily due to his Devil Fruit. The same could be said about Golden Lion, and even Roger was still a little behind. Roger and his crew were powerful in the eyes of the navy, but they posed no significant threat to the government or the world.

Tsuru finally understood why she had never heard of Kaido's name. With his status, there was no reason for her to pay attention to a pirate with a mere 300 million bounty.

Her assistant then pulled out a second file, marked as Kaido's first appearance since the downfall of the Rocks Pirates.

It detailed how he had founded the Beasts Pirates and become their captain. He had led a group of men to attack a small navy branch and rescued the prisoners inside.

Due to this incident, his bounty skyrocketed from 300 million Baileys to 2 billion Baileys.

(note: he rescues king a lunarian witch is why his bounty suddenly skyrocketed)
