Damien cursed under his breath, running a hand through his hair in frustration. "If the council is involved, or even if someone's using their resources without their knowledge, this is bigger than I thought. And more dangerous."
Chris nodded, his voice tight. "Exactly. We can't accuse the council without proof. If we do, it'll be seen as a direct challenge to their authority. And if they are involved... well, we know how ruthless they can be."
