Chapter 3 - Localized Industry Revival

With the surrender of the Overboss and the Bishop, the Ghost brought their forces back to Ottawa. In the Jordan Block Square, the Overboss and Bishop were executed for their crimes against the people of the Midwestern and Plains states. 

"Today, with the deaths of these two tyrants, I hereby select Pat G, second to the former Overboss as the head of the Western States Side of the Mississippi River, and shall henceforth be known as, the Star Spangled Overlord. Likewise, I hereby select Pastor Jack Everett, second chair to the former Bishop as the head of the Eastern States Side of the Mississippi River, and shall be known as the Star Spangled Preacher. Make no mistake, this isn't a peace treaty. The Overboss and Bishop both signed over the rights to their factions and their lands to I, the Ghost of Ottawa. These two shall report directly to me. Failing to do so will result in your respective side losing all claim to their territories. In addition to the new leadership and conditions, the states of Illinois and Iowa are now property of New Ottawa."

Over the course of the next two weeks the New Ottawan Coalition, or N.O.C, set work making the Midwest into a powerhouse. Under the guidance of the Overlord, his team got old steam powered trains back up and running. They began shipping raw material, specifically raw metals and coal to three locations in Ottawa. 

The first stop was the CIMCO Recycling Plant. There, an industrial smelter melted down the raw metal ores and churned out steel, tin, iron and aluminum. Those processed metals were then split between the Peltier Glass Factory and the Libbey-Owens-Ford Plant. The Glass Factory would churn out ammunition, rifles, and defensive barriers as they had access to raw silica sand. Meanwhile, Libbey-Owens-Ford was where the magic of the Midwest was happening. Inside the plant, Steel and Glass were made into vehicles. Ottawa, before Washington D.C popped their sanity cork, had a plethora of foreign wars veterans living there. Many of which were all too familiar with how to build a tank. With help from the Reserve and National Guard Forces, the Veterans of Ottawa set to work building a variant of the 1959 M-60 Patton Tank. By the end of the month they had created the first Ottawan Tank, the O-61, nicknamed Defender II

In the back of Libbey-Owens-Ford, Dr. Sue and her team of engineers and scientists began running into trouble with the current limitations on the Ottawa Power Grid. Currently, Ottawa is being powered by the Dayton Ridge Wind Turbines. However, with the power being consumed by the three plants churning out items for their faction to use. 

"Ghost, may I have a word?"

"What can I do for you Dr. Sue?"

"Well, two things actually. Number one, the Ottawa Powered Combat Armor or OPCA, is ready for deployment again. We added stronger hydraulics to the arms and legs as well as adding stronger rotator joints to the hips, knees, shoulders and forearms. As for number two, we have several issues in regards to the power grid..."

"I was actually coming to get you on that last matter. The Key Council has convened in the Lasalle County Courthouse. You and I are needed there right now." 

"Right, I'll follow you."

Inside the Courthouse, prominent figures of Ottawa and the coalition had gathered all with one major topic on their minds....
