Because the level limit is 99 for humans.
The inhabitants of the abyss don't even have a level limit at 199 or 299. Perhaps the weaker ones have one of those two limits.
An example is the limit on magic use for humans.
If the destruction power of a level 99 sword user is 10, that of a level 99 mage would be equivalent to that of a level 60 swordsman.
Regardless of being level 99, mages will still be weak compared to others of the same level.
Drinking demonic blood breaks the 60 limit for mages, but when they reach the power of 70, they find themselves with a new limit to overcome.
No one has done it. No one has succeeded.
However, what happens if you use a completely different magic, such as one of Arhat's magics?
Perhaps it is the same for others, but in reality it is something completely different.
