Silence fell.

Everyone present knew the truth behind the Uchiha massacre, even if it wasn't openly discussed. They understood the connection between the Uchiha clan and Konoha's leadership, and they knew who had ordered Uchiha Itachi to carry out the massacre.

The leaders of the major families weren't fools. They could guess the truth with the pieces of information they had, though none of them openly objected to the outcome.
