Before the general election in Kolo, the interim parliament of the transitional government first abolished the original Kolo Constitution and formulated the "Provisional Constitution of the Republic of Kolo".
The formulation of the interim constitution also took into account the opinions of the Kolo Socialist Party headed by Thomas Kaboré.
The more important points of this "Provisional Constitution" are:
First, the Interim Constitution stipulates that the name of the State of Kolo is the Republic of Kolo, and that it implements a presidential system. The president is elected for a term of four years and can be re-elected for a maximum of two terms.
After the president is elected, he or she nominates and forms a government.
At the same time, in order to prevent future elections in Colo from being influenced by certain countries, the interim constitution also stipulates that candidates participating in the elections may not accept funding from foreign companies or groups. Once discovered, they will lose their candidacy.
In addition to stipulating matters related to elections, the interim constitution also mainly established the following points:
First, Colo will use English and French as official languages.
Before this, because Colo was once a French colony, for historical reasons, their official language was French. Now English has also been added to the official languages of Colo. However, in the future, English will be the main medium of instruction in Colo's schools, so after a few years, only English will remain as the official language.
French is still the official language. On the one hand, the people need time to make the transition, and on the other hand, it is also to temporarily appease the French side.
Second, Kolo implements a policy of national reconciliation, and all ethnic groups have equal status.
Currently, there are nearly 7 million people in Kolo, divided into 41 tribes. Before this, the internal disputes in Kolo were constant, and ethnic confrontation was one of the reasons. The development of Kolo must have a stable internal environment to avoid the confrontation between the anti-government armed forces and the government forces. Therefore, national reconciliation is also necessary.
Third, a gun ban will be implemented in Colo, and private weapons will be confiscated from the public within a specified period of time. It will be illegal to retain guns and ammunition after that.
Because of the years of civil war before, a large number of weapons and ammunition were scattered among the people. Barron did not have the NC's idea of "if everyone has a gun, there will be no chaos", and he did not want to learn the so-called "advanced experience" of Europe and the United States. Referring to China's later experience in public security, gun ban is naturally necessary.
Fourth, the administrative divisions of Kolo are divided into five provinces and one city, namely the Coastal Province, Plateau Province, Central Province, Kara Province and Grassland Province, and the capital Loti is a municipality.
Previously, Kolo was divided into five regions, each with 21 provinces...
Such a small place, with an area less than half that of China's Zhejiang Province, is unnecessary to make it so complicated in Barron's opinion. It would be easier to just turn the five regions into provinces and divide them into cities.
Fifth, Kolo implements defense outsourcing in the military and does not establish a standing army.
This is also the most critical point for Barron to control Kolo, that is, to control its military. Kolo's national defense will be outsourced to the Kolo Corps, and the Kolo Corps will fund the purchase of all the facilities and equipment of the previous Kolo government forces.
On the one hand, it will enable the new government to obtain a certain amount of funds for national construction, and on the other hand, it can also ensure his control over Kolo.
Sixth, Kolo respects citizens' freedom of belief. Religious affairs are managed by specialized state agencies, and cults are severely cracked down.
Currently, about 70% of the residents in Kolo believe in idolatry, 20% believe in Christianity, and 10% believe in Islam. Kolo will maintain an open attitude towards normal beliefs and respect people's freedom of belief.
These are the main contents of the Constitution. Other provisions regarding citizens' rights and obligations will refer to the relevant provisions of British law, which are not much different from their previous ones.
This kind of system of a country itself cannot be developed by copying the so-called "developed countries". On the contrary, the "democratic" system of Europe and the United States makes it easier for weak countries to support "dissidents" to interfere in their internal affairs.
For example, according to the European and American standards, the countries with the most "advanced" systems are probably Haiti and Liberia. Their constitutions, to put it bluntly, are just the American constitution with a different name, but the result is...
Instead, they have become two of the least developed countries in the world...
…
It was also during this period that West Africa Industrial Holdings registered a company in Kolo - West Africa Group.
Well, this is a legitimate Colo local company.
After its establishment, the West African Group took over the only television station in Colo and several of the largest newspapers and radio stations in the country.
These industries were not originally state-owned, but were owned by the family business of former head of state Nassim Dema. Now they have been taken over by the West African Group for US$20 million.
They also took over a 30-story building in the center of the capital, Loti.
This building originally belonged to Nassim Dema's family business. It has now been renamed West Africa Building and has become the headquarters of the West Africa Group.
Also taken over by West Africa Mining, a subsidiary of the West Africa Group, were the Nassin Dema family's previous shares in several banks.
It includes 60% of the shares of Colo Union Bank; 75% of the shares of Colo Industrial and Commercial Bank; and 100% of the shares of Colo Development Bank.
UCB Union Caulo de Banque was established in 1964. It is 40% state-owned, has 200 employees and has 12 branches in Colo.
BCCI Banque Caulo pour le Commerce et l`Industrie, the state holds 25% of the shares. The number of employees is 250.
BCD Banque Caulo de Développement, 200 employees.
After acquiring these shares, the West African Group merged the three banks into UBWA United Bank for West Africa, in which the West African Group held 80% and the state held 20%. This bank became the largest bank in Kolo.
In addition to the United Bank of West Africa, there are also foreign banks in Colo, including the African International Bank and the West African International Bank, as well as small banks with less than 50 employees, such as Colo Financial Bank. Their scale in Colo is far behind that of the United Bank of West Africa.
The assets taken over by the West African Group also include the Nassim Dema family's 60% stake in Port Loti and Kolo Telecom, Kolo's largest telecommunications operator.
It can also be seen from here that Nassim Dema's previous dictatorial rule in Colo can be said to have completely enriched their family, and many of Colo's key industries have been transferred to his own company.
Now, it can be considered a bargain for the West African Group.
Of course, they didn't take over for nothing, there are still rules to follow, otherwise it would be too embarrassing...
For these industries, the West African Group paid a total of up to 200 million US dollars to the Kolo government.
As the CEO of West Africa Group, Barron hired a black and white mixed-race man with African ancestry named Noe Duran, who is 3/4 black and 1/4 white.
Noe Duran, 45 years old, graduated from the University of London and is considered a Barron alumnus.
His father once served as the Minister of Finance in the previous government of Narsingh Dema. However, when Narsingh Dema launched a coup, his father was also arrested and was detained for 5 years before being released.
After he graduated and returned to China, he worked at the Industrial and Commercial Bank of Kolo until he became the president of the bank. He had good management skills and the Industrial and Commercial Bank of Kolo, which was ranked third in Kolo at the time, became the largest bank in Kolo under his leadership.
Barron also noticed this point about him, and after talking with him, he directly hired him as the CEO of the West Africa Group.
After all, as a "local" enterprise in Colo, and owning many of Colo's key industries, if the CEO of the group is a white face, it would be a bit... inappropriate.
Just after the initial integration of the West African group was completed, Kolo's important moment came and the national election began.
