Based on my previous experiments with skills, I've deduced that [Cost] represents the skill's power. There's a fundamental difference in output between phenomena that consume MP 10 and those that consume MP 100. Some skills, however, have powerful effects despite a low MP cost.
That said, excluding exceptions, a pattern is emerging. Skill power is proportional to MP consumption. This means I can expect a considerable skill power from "Metal Processing" with a [Cost] of MP 500.
I just used the skill for the first time, and as expected, I could change the shape of the metal.
