"So I ask you, whose votes are inside Mexico's borders!"
Seeing Old Bush start cursing, the secretary very consciously started acting submissive, keeping his head down.

But he is first-rate at that.
Mexico has 140 million people. If you take them all in, those 140 million could even enjoy better treatment than the locals, in the name of votes, every group will try to woo them.
They would be overjoyed.
