In the six camps, the strength of the Contractors left on guard duty was not that strong; the best one was perhaps only at the Second Order Low Grade, followed by several dozen Contractors responsible for combat, and then the civilians of the camp.
Speaking of civilians, of course, there were Contractors among them, but for various reasons, they simply did not have much fighting power.
It could be due to their personalities or their Talents that had kept them at the First Order Inferior.
Not every camp had their own scientific research capabilities like the Tree Domain and South City camps.
In fact, unless one abandoned the human form completely and transformed into a monster, gaining more power, overall strength did not increase so rapidly.
So the structure of the six camps was essentially similar.
