The Nine Provinces are Tianzhou, Dingzhou, Qingzhou, Leizhou, Bingzhou, Yunzhou, Wuzhou, Youzhou, and Cangzhou.
Among them, Qingzhou and Wuzhou are entirely under the control of the Haotian Alliance while Yunzhou and Leizhou belong to the Ten Thousand Demons Ridge. As for the rest of the five provinces, the sects of both camps coexist, with no clear ownership; occasionally the east wind overpowers the west wind and at times it's the other way around, making these regions a contested battleground between the two sides.
The negotiation was initiated by the Ten Thousand Demons Ridge, and naturally, the Haotian Alliance determined the location.
At the border between Qingzhou and Yunzhou, there is a continuous mountain range, like a giant dragon lying across the land, separating the two provinces with its undulating peaks.
Sleeping Dragon Mountain was the chosen site for the negotiation by the Haotian Alliance.
