The divine official merely said that Tian Peng was worried because he was slower than usual, and when he got anxious, he made mistakes, which made him even slower, hence he needed someone to encourage him. With encouragement, he would be faster at making milk tea in the future.
That was all well and good, but Chang'e found it strange that if someone thought Tian Peng needed encouragement, why didn't they speak to him themselves instead of insisting that she do it.
The divine official told her that her status was particularly special to Tian Peng, and that if she were to speak to Tian Peng about this matter, it would greatly inspire him.
Despite feeling that the request was somewhat farfetched, Chang'e agreed to it and said those words to Tian Peng while buying milk tea.
