For these powerful pirates entrenched in the New World, the Central Authority taking control of Fish-Man Island was definitely not good news. Ever since they had secured the first half of the Grand Line, known as 'Paradise,' the Central Authority's forces had practically replaced the Navy's former positions in the region.
Moreover, the Central Authority's military seemed to be more diligent and committed than the original branches of the Navy. The pirates who once caused havoc on the Grand Line and the East and South Blues were relentlessly hunted down. Just as the New World was reeling from this possibility, another piece of news threw the region into complete disarray. Reports surfaced that the strongest man in the world, Whitebeard, was considering an alliance with the Central Authority, potentially joining forces with Shiro's faction!
This announcement rocked the pirate world. Who would have thought that the once invincible Whitebeard Pirates would consider aligning with the Central Authority? The thought of such a powerful group submitting to Shiro left many pirates in disbelief.
At Dressrosa, in the palace of the Donquixote Family, Doflamingo, the former Warlord of the Sea, grinned widely, though veins of frustration bulged on his forehead.

Meanwhile, the perimeter of Dressrosa was swarming with the forces of the Whitebeard Pirates, who had been cornered and forced to land. They were outraged, realizing that the Emperors of the sea had united against them.
"Whitebeard, if you swear not to join the Central Authority and disrupt the balance, we will let you go!" their adversaries shouted, hoping to prevent further upheaval in the New World.
