The killing intent worked just like that; once used on someone, if they have low willpower and are weaker than the user, they will have their bodies still or slowed down for a certain amount of time.
The continuous use of killing intent is only needed when fighting someone stronger than you.
He had it activated until now, for 2 or 3 seconds since it would take a while for it to take effect on each and every kobold in the horde.

This kobold, broke free from the killing intent when it felt the pain in its neck, but it was already too late for it to move.
