Just like how most games release a demo for players to experience before launch, but this experience is usually limited to basic gameplay. More content and suspense are saved for the official release of the game itself.
It's the same with Virtual Cities.
Theme spaces are merely a basic display, and the networking feature will not be enabled until the official launch of the Virtual City, allowing a large influx of visitors.
Initiating networking mode too early could easily lead to issues.
