As previously mentioned, the division between Low-Level Civilizations and Intermediate Civilizations lies in whether there is a combat unit of at least Fourth Rank Level suppressing the civilization's fate. Civilizations below Fourth Rank, from First to Third Levels, all belong to the ranks of Low-Level Civilizations.
And the division between Intermediate Civilizations and Advanced Civilizations hinges on the presence of Seventh Rank Level combat units.
Below Seventh Rank Civilizations, those from Fourth to Sixth Levels are considered Intermediate Civilizations.
