"Everyone, please consider why Tsunade would follow Kazuki back to the village and stay at his place."
"I believe this might be an opportunity for our Hyuga clan, but it all depends on whether the Uchiha can save themselves first."
If the Uchiha can save themselves, then a cooperation between the Hyuga and Uchiha can be discussed. Otherwise, it's all just empty talk.
The elders fell into deep thought. The Uchiha were currently in a difficult position, but if everything was as Kazuki said, then they could save themselves. Once the Uchiha were out of the mire, the two clans could indeed start cooperating. Although there was some competition between the two clans in certain industries, this was not significant for major clans like the Hyuga and Uchiha. Deeper cooperation would benefit both clans.
The higher-ups were unhappy with the Uchiha and would also not be satisfied with the Hyuga. While the Uchiha's position might change with the Hokage's succession, the Hyuga's stance would not. Hence, any Hokage would want to dismantle the Hyuga's system.
"But the issue is trust," the elder looked at the others. "Cooperation can only be established on the basis of sufficient trust, and we almost have none with the Uchiha. Even if we Hyuga are willing to trust them, would the Uchiha be willing?"
Without common interests to build enough trust, cooperation is impossible.
"Right, we can't just propose an arranged marriage with the Uchiha," one elder joked. The idea seemed absurd to the elders.
How to establish enough trust was indeed a major issue. Hiashi thought for a moment and said, "If that's the case, let's not discuss this further for now. We'll wait until the Uchiha save themselves."
After all, the Hyuga wouldn't suffer any losses. The Uchiha needed to pull themselves out of their predicament before they could sit down calmly to discuss cooperation. Otherwise, it was just empty talk.
While the Uchiha were busy saving themselves, the Hyuga were preparing to observe the situation. The Hokage's office, however, was eerily quiet. After returning, Jiraiya immediately went to the Hokage's office without needing a notice. The Third Hokage was pleased but became uneasy upon hearing that Tsunade had destroyed a street.
"So..." The Third Hokage took a deep breath, lighting his pipe to calm himself. "So, Tsunade caused all the destruction?"
"Yes," Jiraiya nodded awkwardly. "She was provoked by Kazuki's words and almost lost her mind, chasing him all the way out of town. Fortunately, Kazuki led her outside the town, so the damage wasn't too severe. Had they stayed in town, it could have been much worse."
Jiraiya didn't want to imagine the scene. An enraged Tsunade wouldn't stop for anyone, and leading her out of town minimized the damage. Had they wandered through the town, the situation would have been far worse.
"I calculated, and the compensation amount is huge."
If it wasn't so much, Jiraiya would have paid it himself. But he was too optimistic. He earned a lot but couldn't cover such a massive debt. The Third Hokage smoked in silence, but Jiraiya knew his good mood had soured. He had been happy about Tsunade returning, hoping to resolve the issues with the daimyo's mansion. But now it seemed he had been too hopeful. The daimyo's problem remained unsolved, and Tsunade brought a huge debt back with her, a sum so large it gave the Third Hokage a headache.
The village was already short on funds, and the Third Hokage couldn't afford to cover Tsunade's debt. Jiraiya's urgency in seeking the Third Hokage was to subtly suggest if this problem could be resolved, Tsunade would be more willing to help.
But the Third Hokage sighed, "Jiraiya, I'd love to help, but you know the village's situation. Without funds from the daimyo, we can't cover Tsunade's debt."
Perhaps overwhelmed by the debt, the Third Hokage didn't notice Jiraiya's expressions. Jiraiya's fidgeting indicated that Tsunade had arrived, which he missed.
"Debt issues will be addressed once the daimyo's matter is resolved. For now, we need Tsunade to handle that."
How to resolve the debt was still a mystery. The Third Hokage believed Jiraiya understood his intentions, but Jiraiya continued blinking, hinting at Tsunade's arrival. Before the Third Hokage could react, the office door opened.
Oh no! Tsunade's here. The Third Hokage's heart sank. Jiraiya's signals meant Tsunade had been here and overheard their conversation.
"You're here, Tsunade," Jiraiya said with a nervous laugh, rubbing his hands. "I'm so happy you returned. I was worried you might run off."
"Why would my return make you happy?" Tsunade glared at Jiraiya, her tone hostile. Noticing this, Jiraiya thought to himself, 'This is bad!' He then gave the Third Hokage a helpless look, signaling him to handle the mess he caused.
Realizing the gravity of the situation, the Third Hokage regretted not reacting quicker. "Tsunade, I didn't mean to refuse. It's just that the village's finances are tight. We lack the funds to cover your debt right now..."
