Chapter 58 - Chapter 58: The Storm of Reformation

A sweeping storm of reform began in Nova. Following the conclusion of the Nova Council, Mikhail, the former head of the Nova Council and the current president of the Nova Parliament, along with William Eaton, Zachary Thompson, Leonard Smith, and others, initiated a comprehensive reform across Nova.

The initial resistance was substantial, with challenges at every turn. Simplifying various departments sounded simple, but what would become of the personnel from the eight streamlined departments? Would they resist and refuse to cooperate?

Forced measures were out of the question. Ever since Ethan unified Nova, it was established that as long as internal personnel had not caused irreparable damage, compulsory measures were a last resort. Besides, these personnel were not at fault.

Thus, Mikhail and his colleagues instructed the staff responsible for the reorganization to use every effort to explain and placate those being streamlined.

Fortunately, after the war with the demons, the people of Nova's pursuit of power and material wealth had diminished to the point of indifference. Except for vengeance, they had lost interest in many matters.

This made the streamlining process surprisingly smooth after the initial resistance.

Regarding the standard living allocation and welfare system, there was almost no resistance. Nova had already had policies in place before the war; the new measures were merely more thorough, so the people of Nova barely reacted to this change.

However, the formation of the interstellar regiment faced enormous difficulties.

Mikhail was troubled because this was a task Ethan had personally assigned to him, and he had to complete it. But now he had to confront an issue: Ethan required every soldier in the interstellar regiment to be the elite of Nova, mastering all extraterrestrial survival knowledge and possessing a scientific knowledge base no less than that of interns at the Grand Academy.

The requirements were numerous, but one condition was hard to meet in the current Nova: every soldier had to master all extraterrestrial survival knowledge and have a scientific knowledge base comparable to Grand Academy interns.

Besides the personnel selected from the Grand Academy, almost no one from Nova's social department or the Nova Defense Force met these criteria. But fortunately, Ethan had given ten years for the formation of the interstellar regiment.

Mikhail planned to ensure that everyone from the three major departments learned the necessary knowledge for the interstellar regiment in the shortest possible time. However, achieving this in a short period was unlikely.

Fortunately, Ethan had specifically instructed that the elite of the abolished foreign affairs department should join the interstellar regiment to form a specialized extraterrestrial affairs department, which at least provided some personnel for the regiment.

Meanwhile, in the Angel Nebula, at Merlo Celestial City, in Kaisha's garden, Kaisha sat on the grass in a luxurious dress, gazing at the sky, lost in thought.

"Still thinking about Nova?" came a light, clear voice as Tianji Wang Hexi slowly walked over from a distance.

She sat down beside Kaisha, waved her hand, and a tea set appeared. Hexi poured tea for both of them.

"Yes, ever since returning from Nova, I've been wondering why Ethan kept trying to provoke me. Then I realized that provoking me was just a facade; his real goal was always Nova!" Kaisha said calmly, showing no emotion.

"Just some petty tricks!" Hexi replied dismissively.

"Don't underestimate him. On the contrary, I admire him a bit!" Kaisha continued. "If he hadn't exploited the weaknesses in the order of justice these years, he wouldn't have obtained the void universe engine. Without it, how would he seek revenge when Liang Bing reappears?"

"For the sake of his civilization, he didn't hesitate to provoke me, betting that I wouldn't strike against him. He exploited my sense of justice! It's frightening. If nothing unexpected happens, Nova will inevitably rise under his leadership!"

This time, Hexi didn't argue but nodded seriously, clearly agreeing with Kaisha's assessment.

"So, what should we do?"

Kaisha didn't immediately answer Hexi. She took a sip of the tea Hexi poured and said, "We do nothing!"

Hexi was startled. "Why?"

"Last time, Ethan clearly showed his disdain for both angels and justice. He even exploited the weaknesses in the order of justice to plant a seed of doubt in the angels' minds. His ambition was almost blatant!"

"Their potential is indescribable, with all sorts of black technologies emerging, some of which even I have to admire. Now they've obtained Liang Bing's celestial computer, which contains complete technology from the pre-nuclear era to the era of god-making!"

"Once they develop, their non-recognition of angels poses a huge threat to us!"

Hexi was shocked. She never expected such words from Kaisha.

But Kaisha shook her head. "Hexi, you're wrong! Ethan doesn't reject angels or justice. I believe it's quite the opposite. He only rejects me!"

"In his mind, I am not synonymous with angels!"

Kaisha smiled, showing no concern for Ethan's attitude toward her.

"How can that be?" Hexi was even more shocked.

"In his conversations with me, when he looked at other angels, his eyes showed regret, not anger. But when he looked at me, his eyes were full of almost uncontrollable rage!"

"And he did say that angels and justice were not wrong. He believed that the only one wrong was me!"

Hexi was stunned into silence by Kaisha's calm words.

After a while, Hexi spoke. "No, you are not wrong! This is necessary!"

Kaisha turned to look deeply at Hexi, who met her gaze.

"Thank you, Hexi!"

After thanking Hexi, Kaisha continued. "The rise of Nova is almost inevitable and unstoppable unless we annihilate them now!"

"But,"

"I won't do that!"

"I want to see what the future of the known universe will be like with them in it!"

As she spoke, Kaisha drew patterns in the air with her right hand.

"I've already called back the angel monitoring Nova. After we left, Nova modified the permissions of the dark information shields we left behind and recently connected them to their quantum matrix network. Even the Insight Eye of the second-generation angel Yaoyang can't see any dark information now."

"But in the future, it's unnecessary. Let Alan check once every hundred years!"

At this moment, Kaisha exuded an inexplicable aura that left one at a loss for words.

"Fine, as long as you've decided, I don't care. I've retired anyway, so why worry about it!" Hexi clearly still disagreed with Kaisha's attitude but was helpless to do anything.
