Coprean Hills Central Correctional Facility was one of the safest and well-coordinated correctional facilities in the country. The place had almost zero incidents as compared to other such facilities. No word ever got out about the treatment of prisoners there.
On the surface, the warden had the place under control, ensuring that no negative news reportage would place the prison in a bad light. He hoped to retire with a clean record and earn an honor badge for his good work. With that, his pension would be enjoyable.
For the inmates at the prison, it was always a hectic task to deal with the guards on a regular basis. The least misstep could lead to very dire consequences. Every one of the inmates followed the rules like a zombie - even the rowdy ones wouldn't act so openly.
