For Liberators, they were themselves the most renowned figures, perhaps as tigers among gods or leaders among Asuras.
In every era where they became Liberators, there were almost always possibilities for them to manifest incarnations.
But the Era of Perfection, the division into three, two, and the Kali Yuga together make up one "Yuga."
To achieve the Union of Brahman and Atman, incarnations must be nurtured in each of the four eras within a "Yuga." If it is not accomplished by the next "Yuga," completion won't be possible; the process will have to restart fresh in the new "Yuga."
