Not only because Russel was the grandson of Earl Merlin but also because the news of Russel owning two little sprites had spread.
When a young lord of nobility has two little sprites,
his efforts could likely earn him a higher rank of nobility. If one generation's efforts were not enough, there was the next.
Having sprites meant having hope.
As for whether the Grand Duchy would have an additional baron in several decades, no one could say for sure. But that didn't stop the person in charge of the training grounds from being optimistic about Russel's prospects.
