Unlike Pamir City, Carterburg faced the ocean, where Ocean Spirits would occasionally surge ashore. Humans and Ocean Spirits became hunters and prey for each other, enacting daily dramas of man versus nature. As a frontier area of the Western world, Carterburg's vicinity was anything but peaceful, teeming with all sorts of Mountain Spirits and creatures.
So, the people of the frontier considered the gentry of the central region too feeble, while the central gentry thought of the frontier folk as uncivilized.
