The icehouse used to be an air raid shelter, and there is a secret door inside the icehouse which leads to the hidden passages of the New Tokyo Underground City. Old Wu converted it into the restaurant's icehouse for storing goods and, if necessary, for escaping.
The Tiger Head Gang stayed nearby, temporarily sent by their higher-ups to watch over the place, of course unaware of the underground icehouse's existence.
But Li Pan knew, having previously cut fish here—smuggled fish, meat, ribs, and all manner of chaotic items delivered from the Underground City. He would open the door, take the goods, process and store them in the icehouse and cellar. Sometimes, it meant splitting open fish that had been sent down from above and then sending them back out through the Underground City.
It was indeed a very secretive place, guaranteed to have no eyes from the security system, ideal for making a breakthrough.
