These arbitrators all possess the most top-level prosthetic bodies of the Celestial Realm, allowing them to directly participate in the center of the battlefield, witnessing the victory or defeat of both sides, and in order to avoid being threatened or bribed into compromise, all arbitrators have their brains and personalities uploaded by special technological means into the 'Dirac Sea,' becoming electronic phantoms phasing in and out of multiple dimensions.
Essentially, the 'Arbitrator' is the last hurdle set up by the Safety Committee to prevent total war. As witnesses to the 'corporate wars' and overseers, they determine the victors and convey the committee's default final judgment.
If one side refuses arbitration, then the war will continue on.
