The third principle is, the construction of a Star Gate must receive the Committee's approval.
There is a limit to the number of Star Gates each Earth is allowed to construct, namely from 0 to 9.
However, all of the Gate 0s are so-called 'Return Gates'.
For example, on Earth 02, the official Star Gates are 020, 021...029, these ten gates.
Among them, Gate 021 leads to Earth 021, while Gate 020 leads to Earth 01.
Of course, Earth 01 is an exception.
The Star Gates officially permitted for passage on Earth 01 are 02, 03, 04...019, these eighteen gates.
