Logically speaking, a general Inspector's accident wouldn't require the tireless rush of David, the city's Chief, but only when an Inspector who had been ordered by him to investigate met with an accident would the Chief need to rush over to calm people's nerves.
So, it could be confirmed that this matter was indeed directed by David!
