Unless a Cosmic Civilization reaches the Divine Level, even the Ninth Level Cosmic Civilizations must still depend on the universe for survival.
Don't think that advanced cosmic civilizations don't need to consume anything, as their energy sources are actually all derived from the universe itself—matter and energy both require interaction with the external environment, whether it's from planets, stars, or other celestial bodies, or even the nebular matter or micro-level of the Material World. In short, a civilization cannot separate itself from the universe, unless it's like the Divine Level Cosmic Civilizations that can create their own cosmos. But even with creating their own universes, they probably still need something to use as material, right?
In any case, every known civilization, apart from the gods and the Remains of the Gods, needs to rely on the universe to live.
