The linked plans had been announced and were being implemented.
The implementers were eleven mid to lower rank individuals of the Silver Species, who had essentially lost their fleshly bodies. They were either the core of a gunship, part of a battleship, or a combination of several entities forming an artificial intelligence, acting as the computational control center aboard the war mother ships, and so on.
In short, all of the implementers were considered "tools" of the Silver Species civilization.
The tasks and rewards of this linked plan were allocated to these "tools," with no connection to their masters.
For the first time since the hierarchy of the Silver Species had been solidified, as intelligent life forms at the upper echelons of the Silver Species, were they truly powerless to control the fate of the "tools" or to reap the value created by the tools?
