When others tried to get land from the villagers, the villagers simply refused to agree.
After finding the village committee, the committee's stance was very clear, which was that all the land had been contracted out. If people wanted it, they could only sub-contract; however, for sub-contracting, there were special documents in the township that required payment of certain fees.
Therefore, quite a few people turned to the township.
Seeing so many people coming to inquire, the township also made its position clear: anyone could contract the land as long as they followed the rules. As long as they handled the transfer procedures at the township and paid the required fees, the township would support them.
