Most of the time, it's people who choose their items, but for some Mythical-grade ones, the item will be the one to choose. That's because items have their own souls, and like people, some can even develop their own sentience.
As I look at the thousands of artifacts with my Soul Eye, I can see many that glow brightly with lights that resonate with my soul, while others dim and fade into the background. Thus, I'm able to narrow down the choices to several hundred.
Now, the next important question to ask is: which ones of these will I be able to make in the future? If I can make them, or something that closely matches their abilities, then there's no point choosing them right now.
