Absolute chaos
"How can it be ?"
"This must be false."
"No you idiot ! Look at these clear pictures ! Do you really think they can fabricate pictures like this ! This incident must be true !"
"Wait ! If this incident is true, then..."
"Yeah ! That means the word government doesn't care about anyone else except for their celestial Dragons."
"That means they can kill us anytime they want."
"And look at this picture ! Even marines are supporting them !"
"Aren't the marines, supposed to protect us ?"
"They are killing civilians from one Island today !"
"There is no guarantee that they won't kill us tomorrow !"
"Man ! I thought pirates are evil ! But now I doubt if marines are just as they claimed to be !"
"Are you an idiot ! Marines might wear those white coats with justice written on It's back, but do you really think they are different from pirates !"
"No they are worst than the pirates. At least pirates doesn't pretend to protect you and stab you in the back !"
"God ! If even Marines will be against us, then how in the world are we going to survive ?"
These type of reaction became very common among the general population. Most of them drowned in despair after learning that marines are nothing but lap dogs of the world government. It was absolute chaos. The news has spread even before the world government could control it. So by the time they learnt about it, it was too late.
It was a point, where the general population believed in the articles of the world economic newspaper more than government statements. So the news spread by the newspaper was accepted without any second thought.
There were some immediate effects. Kingdoms, which were already affiliated with the world government, immediately started planning to increase their military might so that they can have at least some chance of survival against the treacherous world government.
The nations which were not affiliated with the world government started panicking. Especially many nations in the new world decided to go to the pirate island for the protection instead of The Marines. It was the same situation with the revolutionary Armada all over again.
Many moderately powerful pirate crews started taking advantage of the situation and in exchange of providing protection to the unprotected island, they slowly started to take control over those lands.
The power balance of the world got ruined in an instant as again many normal marines started to leave the organisation after believing the world economic newspaper.
A certain young man who would have become the fearsome admiral Aokiji, of the marines, started to think seriously about the so called 'world' around him. And with the invitation of his friend, a certain Monkey D Dragon's invitation, he decided to leave the marines and create the revolutionary army.

"Kuzan, what are you thinking about so hard ?" Dragon offered a bottle of sake to his first friend, as well as the disciple of his father, ex-marine prodigy, Kuzan.
"You know, making a lazy person like me do all the work, is really not a good thing. I never felt good in the marines. But here things didn't change either." Kuzan said solemnly.
"I don't understand. What are you talking about ?" Dragon asked kuzan.
"Both of us have left the marines. Although they have not issued any bounty on us, with what we are doing right now, it won't take them long to put bounties on our head.
But so far we have made only a little progress. And the person we are going to meet today will be probably our last hope." Kuzan looked down on his bottle.
Dragon understood what his friend was saying. The main problem they were facing was funding. Even though they want to help, they can't since they are broke as hell.
But he was not someone who will lose hope just because lack of money.
Dragon was determined to take down the celestial Dragons and free the world from their tyranny. And it was the last thing he will do.
"I like the look in your eyes." A sudden voice shocked both the friends. Turning to the dark forest behind them they looked a hooded figure, around 9 feet high coming out of the forest.
But then suddenly a very strong conqueror's haki crashed into both of them. Since they have trained with Garp, both of them have a solid resistance to the colour of the supreme king. And Dragon himself was a holder of conqueror's haki. And yet the Haki was so powerful that they struggled to stay awake.
After a brief moment, the colour of the supreme King vanished. Looking around them the realised the amount of destruction a simple Haki burst has caused around them.
"Nice to meet you, grand nephew."
