Class 2, was some of the more powerful Quirk Users who seemed to find a way to train their Quirks outside of Hero Schools like the law tells them to. Although not all of these villains are powerful, some can change their size to become giants and so the police are unable to deal with them. It would take from one to three heroes to deal with them. Now, not only did they have to deal with Class 2 villains, but over the years Class 1 villains got their hands on a drug called Trigger, which makes them more powerful and could be considered as Class 2 villains. As of late, Class 2 villains have become more and more common and so heroes have become more common to deal with them. Be it normal Class 2 villains or villains.
However, there's a version of the Trigger Drug known as Ideo Trigger. Although it was another Quirk enhancing drug, it had two nasty side effects most don't know about, and those who don't care. Those who don't know are either tracked or forced to use the drug, those who don't know are the villains and use it for power. The first side-effect was that they began to transform and gain a monstrous body, that wouldn't be too bad, but the users of this drug loses their state of reason and would begin to attack everything and everyone in their site, which is why they are called Instant Villains, as they go on a mindless rampage.
Then there was finally the Class 3 villains, these were the most powerful of the three classes and thankfully the rarest. They are the most powerful of the Quirk Users, thankfully there aren't that many of these. Sadly though, a few of these Class 3 villains are sometimes former heroes turned to villainy for one reason or another, so they are considered as Class 3 villains.
Either way, back to the point, whilst it was good to have peace, it was also bad as many people had become complacent, feeling that with heroes they no longer had to worry, that as long as the heroes were around and had their gear, they would deal with the problems. This led to the bad end of Japan being at peace, as without some sort of conflict, there was no real reason to try and get stronger, better, instead leaving everything to the heroes and creating gear for them.
Mitsuki remembered when she looked into the history of Quirks when she was younger when she was interested in history at that time, but when they found out about Quirks, they stopped all research in space travel and other technological advances. Instead, they put all their time into researching Quirks and technological research in helping and dealing with those with Quirks. But that was about over two hundred years ago and they were still researching Quirks and technological research, giving up on any other technological advances of any kind.
That's what she thought peace was like, giving up on getting stronger as most people believe that unless you want to be a hero, there was no real need to do so. That you can rely on heroes to deal with any major trouble. Then again, with how the law was, she couldn't blame them, unless you have a Hero Licence or a Job Permit to use your Quirks at work.
Although a Job Permit is a lot harder to get than a Hero Licence, with a Job Permit, they look into your past, your finances and other details before doing a small test of your Quirk to see what it does and then if all that goes well, you have to pay a charge for the permit. But for the Hero Licence, you would get that as part of your schooling as long as you pass your Hero Licence Test. The good thing about this is that you don't have to pay for it and they train you to use your Quirk properly. So all in all, it was better to get a Hero Licence than a Job Permit.
However, before All Might came along, for the first time since the laws were set about over a hundred years ago, there was a discussion going on about changing the law of Quirk Uses. With how the crime rate was going up, they were thinking of allowing those with active Quirks such as her husbands Acid Sweat, or like Inko's Quirk, a sort of Psychokinesis skill, to be trained in them for self-defence and train them to help in jobs better.
However, with All Might becoming the Symbol of Peace, Japan didn't see the reason to change the law with All Might being there. She and ther other top ten Heroes would be able to deal with any of the super powerful villains, as the other Heroes deal with the other powerful villains. So the law was dropped and never thought about changing it since.

Now, as for the other 80% of the world who had a Quirk, as long as they had a Quirk that allowed them to fight, they could defend themselves. From what she read, there was one man, Chikara Yotsubashi, who founded a group known as Meta Liberation Army, to fight the system. Chikara even adopted the name Destro to lead the group, who promised to be the man who would 'destroy the Status Quo.' It took a few years, but his campaign ended, he was defeated whilst the Meta Liberation Army was disbanded, and the majority of the members captured and jailed. During the years in which he was in prison, he wrote a biographical book exposing his ideals. After completing his writing, hikara somehow committed suicide. The book was rare nowadays, but it was still out there with his ideals. Mitsuki feared that one day someone might take up Chikara's ideals and try to use terrorist acts to change things like he did.

"A hero is not determined by strength: instead, it's determined by the great desire to help people, no matter who they are, and the ability to act on it, no matter the odds. It doesn't matter if you're weak or strong. It doesn't matter if you have a Quirk or not, or if you got the right one to help. What matters is that you act, make sure that the public knows that you're there to help them, make them safe and make things better."

So unless you gain some sort of Strength Quirk, you might not be able to become a bruiser type of fighter. Even if you did, that style of fighting might not be ideal for you, instead of helping people, it could hurt you and the people you are trying to save. As some fighting styles aren't suited for everyone. It would be best to find a style that suits you best, not copying someone else's because they are your idol or you think it's cool. It's best to be your own person, not try to be someone else."
Izuku had to think about it, what Mitsuki was telling him made sense. He had no idea if he would find a woman who had a strong Strength Quirk to match up with All Might and so fight like her. Sure she was his idol, but now someone mentioned it, he didn't have to be like her. He could still idolish her, but not be like her. And even if he could get a strong Strength Quirk, All Might's fighting style wasn't really him, he was worried he might get hurt, he just wanted to use it because she did. He didn't know what his style was, but it would be fun to find out.
He had to wonder, if he didn't have this lust like Quirk and now Mitsuki, he wondered where he would be now and in the future? A fanboy who would try out to be a hero without powers, without any training as he was too upset about not having a Quirk? As he didn't see himself doing training without a Quirk, as he would be too down in the dumps to think such a thing. He was so thankful that wasn't the case. But he did have one thing on his mind though, so asked, "How will I find what my fighting style is though?"
"I think I can help you with that son." Inko said with a smile. She didn't say anything until now as she wasn't sure what to say, up to this point her only desire was to make her son happy and get him things to make him happy. She didn't think about these sort of things that Mitsuki brought up. She was glad that this new lady was in her son's life, she just hopes that she wouldn't take him away.
"How mum?" Izuku asked with interest.
"Have you heard of Hanzo Hasashi?"
"You mean the former Pro-Hero, the Undead Hero, Scorpion?" asked Izuku. If it was Scorpion, he was one of the rare people who had two quicks. His first Quirk was a Memory Quirk known as Muscle Mimicry, this allowed Scorpion to learn any sort of fighting style with ease. The problem was that he had to see the fighting move being demonstrated flawlessly for him to copy, if not, he wasn't able to copy that move.
His other other Quirk was one of the kind as Izuku knew about, it was the reason he was called the Undead Hero, it was called Wraith. It made him into an undead person, which made him near impossible to kill. If the rumours were true, he couldn't be killed, and that he stopped aging when he was thirty-five years old. Some say that he has been around since the time of when Quirks first appeared, being one of the first people to get it. But no one knows the truth about that. Now apart from not being easily killed, Wraith also gave him the ability to control fire known as Hellfire, the ability to teleport and give him enhanced awareness, so that people couldn't attack him without him knowing.
He was a Pro-Hero from ten years ago, he was as famous as All Might, the only difference was that Scorpion didn't bring peace to the country. But he was known for his power and his capture rate. But ten years ago, he just disappeared when he defeated a powerful villain called Sub-Zero who was an ice type Quirk. No one knows why he disappeared, just that he did.
So if his mother knew Scorpion, it would be a great honour to meet him.
"That's him." admitted Inko, "Well, I recently sold him a house just outside of town. He moved back into town to start teaching students martial arts and other fighting styles."
"Wow mum, that's amazing." Izuku said in awe, amazed that his mother met a famous former Pro-Hero, "Do you know why he disappeared?
"I did ask, but he wasn't willing to talk about it, in fact, he had a look like he was willing to kill me for asking. So I told him to forget the question." explained Inko, as she had shivers down her spine at the memory, "But I was able to make a deal with him though, in exchange for a decent sized discount to the house he wanted to buy, he would be willing to give a decent discount to teaching you to fight."
"Really mum? That's so cool mum!" Izuku admitted in awe that his own mother was able to get the former Pro-Hero Scorpion. But then a thought came to him, "Mum, will you be okay with your bosses giving him a big discount?"
"It was my boss's idea sweetheart," his mother informed him, "they want this sale, as if they could get a former hero like Scorpion buy a house from them, it would be great publicity for the company. I just got something out of it too. It's not like no one else does this, in fact, they often do so, but not as big of the discount that I give Scorpion, normally around 5% or less. As long as the company gets profit, they don't mind their workers giving small discounts to get something out of the deal."
"Well at least we have someone willing to teach our Izuku how to fight." Mitsuki said happily, glad that Izuku might not turn out like All Might. Then mainly looking at Inko, she asked, "Now, do you two know what it takes to be a hero? Do you know that to become one, Izuku will do hush training, that he'll come home bruised and hurt, he might even have broken bones and cuts because of the training he'll go through."
"I suspected that would be the case and it worries me, that's another reason why I'm trying to find some body enhancement Quirks before Izuku goes to a hero school." explained Inko, "Not only so that his body would be stronger, but to make sure his body doesn't get damaged during training or anything else he might face whilst at school. I'm hoping to find some sort of Regeneration Quirk, or at least a Healing Quirk, so he could heal himself should he get hurt."
Mitsuki was glad that Inko was thinking that far ahead and had the worries of having a child going to a hero school. There was one more thing she wanted to say, something important, about how the government really saw heroes. But before she could though, Inko said, "Listen, let's forget all this for now, it's getting a little too serious. We have plenty of time to talk about such things before he goes to hero school. For now how about we play a game of heroes and villains? Where me and Mitsuki are the villains, whilst Izuku is the hero who needs to capture and punish us for our crimes."
Here she just smiled and took off the clothes, making the other two smile as they realized what she had planned. So without another word, the two of them also got dressed and played heroes and villains with Inko. When Izuku finally caught the two MILFs, he punished them for the next hour or so for being such bad women.
