The top three spots on the Divine Stele were hidden, hence the three question marks.
Of course, everyone already knew the third name: Azrael, the progenitor of the Blood Clan. Only the first and second names remained unknown.
Originally, the seventh row was Mills and the tenth row the Thunder Emperor. However, both had died, so their names were erased by the Divine Stele, leaving the spaces blank.
