The main purpose of setting up the Heavenly Palace was to give safety to the African people in these chaotic times, in exchange for their loyalty.
While the Culture, New Dawn, Union of Allied States, and the Siberian Union offered war, they offered safety and shelter instead. Lucius was simply following the natural laws of the world regarding scarcity and demand.
Now war was the norm, and safety and peace were in high demand, so Lucius took advantage of it.
Walking up the hill, the man, his wife, and children were excited to see evolved beasts peacefully coexisting with humans. People within the shelter weren't restricted to the little wooden walls they used to surround the mountain peak.
They were allowed to go everywhere except for the bottom of the hill, which was as far as the protection of the evolved beasts could provide. This freedom created the jolly atmosphere people needed in these chaotic times.
