All the Churches combined can barely keep the Empire's influence suppressed. And it doesn't take a genius to figure out that each of these factions hoards and hides certain rare resources to get ahead of their competitors and slow down their growth, if possible. And what else can slow down a competitor more than a total lack of information?"
