At the beginning of every year,the Ministry of Revenue usually revealed the year's finance bill to the Emperor and other Ministers. Jiang Hong,the Minister of Revenue and Lianhua Gong,the Vice Minister of Revenue supplied copies of the finance bill to everyone in Longwei Hall. The ministers had to look at the bill and approve it or identify some of the mistakes and seek clarifications about other issues before the finance bill became official.
