The cultivators following Reymond executed the order by killing everyone that came their way. Like him, they were loyal followers of the emperor. However, they were not connected the same way he was. As a ninth-stage cultivator, the emperor didn't need more than a single soul or a complex life form to break through. The rest were just normal followers.
