This name, apart from informing people that he's a Parthian, actually has no distinguishing power at all. To call him "Ibn" is essentially the same as calling him by a nickname like "Parthian".
According to Ibn himself, it was because the name he introduced himself with at Hand of the Scaleless was too long, so they didn't remember it and just remembered "the middle name Ibn". Later, this became Ibn's new name in Avalon, and when Queen Sofia recruited him, she was aiming for "Ibn of the Hand of the Scaleless".
