Actually, to make a big fuss, it would be best to kill Vice Chairman Boka. That was indeed the most advantageous scapegoating method... because there were truly quite a few who would want to kill an unscrupulous lawyer like York, but only President Lohar would want to kill Boka.
However, Aiwass was worried that this would actually help President Lohar directly take over Boka's faction.
