Hell Law wished to respond to Amberser's plan.
Chaos only suited Hell, a place where sinners are punished.
Without a comparison, there is no harm. Compared to the future depicted by Amberser, Duke Zariel's current rule was too primitive and too gentle. It was all about fighting, fighting, and more fighting, with perhaps the occasional bout of torture. It was vastly different from the soul-penetrating torment devised by Amberser.
The entire first layer of hell was excited for this insane future, eager for this era to arrive sooner.
Every devil was forced to become a slave to wealth, dependent on the Magic Mirror.
Consuming wealth could simply obtain power, which was much easier than training oneself. The devils would become more corrupt, and then fall into a situation where no matter how hard they tried, they couldn't compare to someone who simply spent money. Efforts became meaningless, leaving only the despair of endless internal strife.
