This negotiation proved to be a win-win for both sides.
Urbano Pacheco came clean about everything, not having to worry about Amberser, the "big shot," targeting him, and in turn, secured a promise from Amberser that could potentially turn things around.
Amberser too reaped great rewards, gaining possession of the secrets of the Kuotuo Murlocs, finding clues on how to confront the Mentally Ill Goddess, and also dragging the Orcs into the fray, making them bait to attract the Magic Dragon Tyrant.
As for whether the Emperor of Laine would join the duel, that was inconsequential.
All Amberser needed to do was continue to hold general meetings under the pretext of peace talks, use Arthur Laine to lure the Emperor of Laine to join, and then create an opportunity for the Orc King to provoke Laine during the meeting.
Whether it was a real duel did not matter; as long as there was a fight, Amberser's objective would be achieved.
