When Angel established the company, other departments, besides the Legal Department, all started by hiring department heads, who then recruited employees. This method improved efficiency, enabling Angel's company to quickly commence operations. However, it also had its drawbacks, as it could lead to department heads amassing too much power.
These department leaders would often choose subordinates from their previous companies or recruit their friends, which led to an excessive concentration of power and a subsequent decrease in Angel's actual managerial control.
Originally, Angel chose this approach to quickly bring the newly-formed company into official operation, a decision made out of necessity. Aware of its downsides, Angel also took measures such as inserting newcomers and shuffling internal posts, aiming to reduce the actual control of the department heads.
