"He's right, you're still too close to the living," Hilda smiled. "You must remember, any power dispatched by the Netherworld to the real world is never a waste because it will always return, just as it comes from there.
"If it were a Vilitasian conducting some experiment, then human and material resources would imply significant costs, but Collins is different.
"Though he is in such dire straits, he still completed the most basic task—deploying undead creatures. Especially the mad, powerful ones, to spread fear and unrest.
"This will make the world of the living fear necromancers even more, then use harsher methods to hunt witches and kill more of their own kind—even if they aren't necromancers. But when they die, at least they become undead."
It's like base salary and bonuses...
