"What?"
Kasper calls out in a tone that fails to mask his piqued intrigue on the matter.
"I-i do not believe i stuttered that time..."
Samael responds, tongue in cheek with a passive aggressive backhanded comment.
"Forgive me, your holiness..."
"...I just fail to understand as to why..."

...I wonder, just what is the good bishop of Hatchett plotting....
"...Then allow me to elaborate."
Samael begins...
"You might be young Kasper Rov, but i do not take you for a fool."
He says,
"Anything but. I actually quite revere the way you think and go about your day to day activities...--"
"--Have you been spying on me Minister?"
"--Only in my professional capacity as Bishop."
He doesn't deny it...
It is technically his role to groom the next heir of the realm afterall.
"Anyway, as i was saying..."
As he was saying, Samael has grown quite fond of the young lord of Ashgate.
Other ministers aside, he has made it a job of his to personally watch over the next ruler of the demon-realm. Consistently monitoring his progress and trying to stir him the right way from afar.
Now from one perspective, this sounds quite noble.
Like an uncle watching his nephew from afar and raising him right.
...From another though, it could be grooming the next puppet ruler of the realm.
Samael must be careful of what comes out his feeble old mouth next.
"... that's why i believe, if anyone, you, my lord, would have already noticed it from your short venture on the streets of Hatchett."
"Noticed it?"
"Yes... The sin."
The old demon declares sombrely, rising from his seat and heading to the glass walls that surround his top floor office.
"Hatchett's city has become a disease infested cesspool of disobedience and sin!"
Samael says, "The only redeeming thing about this city being that the infrastructure that was erected here over two centuries ago still seems capable of awing many and competing with the latest in technological improvements."
"To this day, the architecture of this city is studied, did you know that?"
The bishop asks rhetorical, as a proud grin makes it way to his face.
"Hatchett's city is a symbol for the demon-realm, but with the way things are right now, it remains at that."
"Simply a symbol."
Samael proclaims returning to the table.
"N-now ashamed as i am to admit, that is the fault of my office."
"That, is the fault of the Minister of Hatchett."
He says softly...
"... but it doesn't end there."
"For you see, there exists a deeper reason as to why the great city is about to fall under the weight of her own lofty standards..." He says, gesturing to Kasper for approval to continue.
"-- I'm listening..."
The young lord, of course obliges.
Samael has his attention.
"Good! Now i must ask, have you ever read of the time before No'ar, the tenth emperor of the realm?"
The bishop poses the question Kasper's way with a pep in his voice.
"--Only what little remains in the castle after my father's ascension."
"That's enough, i just wanted to know if you had an idea about about the emperor system and how things were run back then...--"
"--I do."
"E-excellent, then that will make this easier to understand."
{The Emperor System}
In the time before Xhaka rose to the throne, the demon realm was run by a wholly different system.
A system, that favoured power above all.
That system is what is now referred to as the emperor system and featured at its head, the emperor of the whole realm and a high priest.
Emperor's were selected based on raw strength and the priest, by the Emperor.
-The priest being chosen based on whatever God the new Emperor chose to worship.-
They were simpler times, barbaric and defunct, but simple
Now, defunct as it was, believe it or not this system actually yielded more order and control than the demon lord system Kasper's father would later implement, and that is because...
"...Because of fear."
The bishop declares with a snarky grin.
"You see young lord, in a world were fear exists, unlawfulness cannot follow."
He says softly.
"That is why i seek the absolution of the role of Minister."
"--To run away from the issues caused by your office?"
The young lord chimes in subconsciously, catching himself as the words leave his mouth.
"...Forgive me."
"--It's fine, you're right."
Samael casually, clearly displeased with Kasper's comment.
"But that's not what this is."
The demon says casually throwing on a friendly smile.
"I seek the absolution of my office for it to be replaced with a new role."
"--A return to old ways that once garnered the favour of the gods and maintained peace in the realm over."
"A return to the emperor system."
Interesting angle....
While the reasoning behind Samael's desire to return to old ways is suspect, he technically isn't wrong.
Much of what plagues the city of Hatchett now can be boiled down to administrative issues.
Red-tape...
That makes otherwise simple laws and rules a hustle and a bother to maintain.
While the emperor system would incite violence and chaos in the opening days, after it settles , everything would be in a much more orderly state.
A hierarchy would form.
And for creatures that place value only on power this would be the most ideal way of governance.
Hierarchy not of feeble minds but strength of might.
...Might makes right afterall...
"Kasper, the time for sharing ideas has come and gone."
"I understand the bureaucracy of what Xhaka was attempting, but we are not humans."
"We cannot allow ourselves to be governed by the same rules and laws that they use to keep us at bay."
Samael says with a growing fury.
"What we need, what the city needs is to evolve--"
"--to create a new form of governance, that far surpasses the one that formed this great city."
"Hatchett's City needs, an emperor, a god."
The feeble old demon proclaims with a maniacal smile plastered on.
"...The fruits of the demon-lord system are there for all to see."
"Rotten."
"--Absolute authority is needed from now on to rein in the mess it has caused."
"Leaders are needed, those forged by strength and not tissue."
He shouts with raised arms!
"So endorse me, young lord."
"Endorse this idea, and the realm at large will reap the benefits."
"After all, what i offer you, my lord, is not just the realm, but a cathedral, in your name. In your father's name."
"--Much like the one, you stand in now."
Samael says smirking deviously with narrowed eyes.
"Endorse the future Kasper Rov... and what we gain."
"Is the whole continent."
Spoken like a true cult leader...
Except he's forgetting one part...
Endorse this idea.. and he gains half of that continent
