Though it was very hard, or more accurately, a thousand times harder than becoming a true celestial, Draco was still able to achieve this easily because the teams he had just recently formed were many and very strong.
Though most of them consisted of lesser celestials, their abilities were broken compared to normal celestials, and this allowed for them to transport worlds for Draco to devour at a pace that made it easy for him to evolve.
And though the number of worlds needed to reach the level of a greater celestial were many, it was still not enough to cause a dent in the reserves of the galaxy.
