Draco had to become a world celestial if he wanted to continue his connection with Hestia any better than this.
He wasn't going to link himself with it per se; after all, it wasn't a world; it was a realm now. He just wanted to use whatever authority they used to link a world with them, and at the same time, he wasn't strong enough. His realm and authority weren't strong enough to hold up to the expectations of this grand plan.
But this didn't mean he needed to stop everything. If he needed to become a world celestial, this just meant that he needed to do so faster and better than anybody has ever known, and he knew exactly what to do.
